I am fairly sure that Supervisor Norby is NOT contemplating an initiative.

"The initiative is the power of the electors to propose statutes and amendments to the Constitution and to adopt or reject them."
Calif. Constitution Article II, Sec. 8.

"Any proposed ordinance may be submitted to the board of supervisors by filing an initiative petition with the county elections official, signed by not less than the number of voters specified in this article."
Calif. Elections Code Sec. 9101.

What is the rush on this? Why do we have to have a knee jerk new ordinance and why does it need to be on the Feb Ballot? I hope Norby will take a deep breath and not rush this.

I think we need to put Sheriff Corona in charge of the ethics panel. If he finds someone's conduct and ethics to be reproachable, why then we better listen up.

Scott Baugh, Trung Nguyen, Gary Miller, and Dave Garofalo would round out a panel of people who we can trust implicitly. If they're offended, why then either it's really beyond the pale or Democrats must be afoot.
