Tomorrow the Board of Supervisors is expected to consider whether to take oversight of county investments from Treasurer Chriss Street.
A key event that triggered this potential move by the Supervisors was the allegation that Street illegally awarded an $18,000 contract related to remodeling at the Treasurer’s office without following proper procedures, and then tried to cover it up with a memo that mentions a meeting on April 12, 2007 that never happened.
I was fascinated when I saw for the first time the actual memo and thought others might be interested in it as well.
The memo is from Clark Shen, a manager for the Orange County Resources and Development Management Department (RDMD), stating that three RDMD managers held a meeting on April 12, 2007. According to the memo, the outcome of the meeting was a recommendation to award an $18,000 contract to Ware Malcome. There are initials by Mr. Shen’s name, as well as by the name of each of the individuals at the meeting.
Taken at face value, all this memo establishes is that Street concurred with an RDMD staff recommendation to hire Ware Malcome. If that is all there is to this, it does not appear that Street did anything wrong.
On the other hand, if in fact this April 12, 2007 meeting did not happen, then either the entire document is fraudulent, or there was actually a conspiracy between two or more of the people who signed or initialed the document. That would be a big deal, most likely criminal.
It should not be too difficult for the DA to determine whether there was a conspiracy here or not, and either way that should put an end to this unfortunate episode.
