Yesterday I accompanied Rep. Ken Calvert and Assemblyman Van Tran a helicopter tour of the proposed completion route for the 241 Foothill South toll road. From conversations I've had with OCTA officials, it's clear that, at least part of the MTA's motivation to do something has been OCTA's moving the bottleneck into LA County.

Jubal--True about some enviro's not wanting any road but as RP suggests, there are some concretos who never saw a park they didn't want to pave(including the Donna O'Neill Conservancy).
Taking it out of the Park takes alot of the steam out of the opponents. As for the EIR, I don't think you'd have to have a complete reopener since most of the extension would remain the same. But if thats a huge hurdle, more mitigation would work wonders. I know, there is already some mitigation planned. Not enough amigo.
