LARRY PHAN 417 0.9%
LUPE MORENO 383 0.8%
BENNY DIAZ 273 0.6%
Janet won by taking away 8 votes from Trung. His original number was 10920.

With the Mega-Viet turnout, why didn't Larry Phan get more votes just being on the ballot?

how come everybody either lost vote or remained the same number of votes and janet gained vote? can anyone explain?
